I went through this nightmare until I realized the shoes were setting too low inside go the drum. In other words, the circle that the brake shoes and the drum were not concentric. The shoes were in 100% contact with the drum, at the bottom! But hardly at all anywhere else in the arc. Problem? The Front Brake Roller Track has worn away and this lowers the entire brake assy. Solution? weld and grind them or replace them. Another side of this problem is wear on a locked Roller Pin head. When the Roller Pin shaft gets crapped up and can't turn, the head wears on one side and this wear will lower the whole assy. Solution? Get new roller pins. Having just discovered this problem on my 29, I'll be ordering new parts this week.
