Well...on the 49-50-51 Ford it was mounted on the inside car frame rail under the driver side floorpan. You had to pull up the floormat and pop out a round floorplug to gain access to the filler cap.
So if your car has the clutch and brake pedals that go down into the floor like them, it is under the floor, but if the clutch and brake pedal arms go up under the dash, it is in the engine compartment mounted on the firewall above the steering column.
