Changing the gear is a good idea as mentioned above. On a measured course my speedometer was 5.4% low with a 19 tooth gear. I purchased an 18 tooth gear from one of the vendors and now my speedometer/odometer is spot-on. Rationale is that with one less gear a full revolution is a little faster. Since yours is 9% off a two gear change should make it perfect or almost perfect. The repair is easy, just two bolts. When ordering the gear also order the gasket and lube the gear when installing.
