On your accelerator linkage hang up, that is serious. Fix it and I recommend a redundant spring put on in case one fails. All modern cars have redundancy built in to getting that throttle closed.

I think I found the problem. It appears that the foot feed was dragging against the rubber mat (not centred in the hole). I had checked that earlier and figured that wasn't it but have clearance all the way around now so will see. There really IS nothing else that I can see that could cause it. The spring has good tension and everything works freely (now).
