Yes, it is a model A power plant. I suspect it was mounted with that flat belt setup to power a cordwood saw, or some farm equipment like silo blower, etc. The manifold is irrelevant to the power unit setup, but was probably on the car it came out of, as an accessory heater. A cast iron cover went over the "waffle" on the manifold, and air was directed to the inside of the car by the radiator fan.
