My '30 has the same 'punched' holes. I haven't a clue why. I have a guess that the holes were punched by a tool that held the part thereby somehow, while it was worked ? Expedient way to locate/hold inner skin, but probably a wild guess,eh
! I agree with your description though, as I've seen/made many such holes thru metal that way (.357).
