The windlace (vertical part at "A" pillar) was originally nailed directly in to the sheet metal all the way to the floor.
I tend to glue mine these days.
The cowl kick panel retainer goes over the lower part of the windlace.
I would strongly suggest you remove the dash. I suppose you could "cheat" the windlace in with the dash installed but it won't be a first rate job.
