Are you sure the vacuum hose comes out of the carb or manifold? The hose from the manifold is ment to go to the bottom of the fuel pump, into the vacuum booster pump. The hose from the carb goes to the ignition.
I wouldn't use the blue tipped accelerator pump, in my experience they're no good, the stock leather one is best. The blue one is quite often a pump for the Holley 885 looks very similar, just not the correct length.
Always test the power valve seals properly, useing the method above, I use gas in the test and leave it over night. Again very often the wrong power valve is supplied, if it's a small hole power valve, one of the power valve gaskets in the kit will often seal it, the one with the triangle hole normally. These power valves are closer to fitting than the big hole (high flow) valves, which need machining. You can turn the small hole type to make it fit using the stock round hole gasket.
