I have successfully evaluated and pre-purchased several interstate ,and far distant cars, over the years, sight unseen, using a refundable deposit arrangement that includes a "condition precedent" of buyer approval after inspection. This allows a secured interest in the car, subject to your personal inspection.
It works, and is valid in Australia. You would need to ascertain if this complies with the laws in USA.
