Pan would still be mounted in the frame, it would hold the front radius rod in place and the hogs head could be installed giving two extra bolts to hold the rear axle up. The block does not have to be installed to mount the hogs head. Leaving the pan in place was done often enough when making the T frame into a trailer.
I am not sure how you are going to get a title without a block, the serial/vin number is on the block unless at some point the rig was re-titled and a new number was assigned and has it stamped someplace else on the rig.
