Old Ford Addict has it correct if the VIN number is not being used. If in California, the VIN would come back "no record on file" which means it's a good number to use. You can then file for a "lost title". Filing for a "new" title could lead you into the trap of a "reconstructed vehicle" which can cause a lot of extra paper work, inspections, etc.
