Yes agreed some states make it very difficult.
So in that case I would simply ask a friend in a friendly state to put it in their name in their state and give - sell it to you.
Then walk into your DMV and put it in your name.

The biggest problem people have is asking DMV how its done. The drones at the counter will in most cases not know what to do and make it a living hell for you.
You want to find out independently first from outside DMV how it work and then go to them with paper in hand filled out.
VIN numbers can be verified by a peace officer and the paper signed before you go to DMV.
There’s no need to drag the frame or car to the DMV (in Ca)
