The metal tire cover (from the US) I believe you are referring to is the Lyon Cover, covered in the RG/JS as A-1395-C and A1395-D; all black enamel or black enamel face plate with Chrome outer cover. It states the the Stainless Steel versions are reproductions. The A-1395-E was the one with SS outer ring.

I have an original Canadian Lyon Cover made by Skinner Mfg of Ottawa, Ontario which was chrome plated face and outer cover. Enough to blind oncoming traffic.
