Nate, Remove the bale from the switch housing below the steering box.
Remove the housing cover, being careful to not get grease on the internals.
The single wire exiting the center tube is the ground wire for the horn. The horn button is attached to this wire, and grounds to the steering wheel when depressed. Check the function of this grounding wire when horn button is depressed before attempting to go further.
To remove the horn rod, remove the spring loaded clip on the bottom of the rod.
The rod will slide up and out of the steering shaft, but will not exit easily if you don't have an open car. If you really need to pull it completely out, which I doubt, you'll need to loosen the steering box from the frame sufficiently to swing the assembly toward the open driver's window.
