I would first remove the switch and check for bind of the bronze strip as Tom says. Sometimes the bottom nut at the cable terminal gets loose and causes the bronze strip not to have enough tension and spring. You can remove the inner strip and bend it upward to give more spring back. Some of the repro strips are copper instead of brass-bronze and lack spring like a brass strip has and will stick to the starter contact. As for twelve volts I have run model A starters on 12 volts for many years and never had one to stick. I'm kinda leaning in the direction that your switch has the wrong strip made of copper instead of brass
