Woofa, the insurance/registration system in the US is so very different from ours that I don't think we are qualified to comment on it. I've driven thousands of miles over there (scary) and still don't know much about how it works. I leave that to others. I expect that there are parts of ours that are better than theirs and vice versa.
As for the distracted driver, she clearly knew she had done wrong - that's why she ran. All I can hope is that one or both have adequate insurance cover and that the female driver learns from this and tells her friends.
These cars don't fare well in a collision so insurance is a MUST HAVE, as far as I'm concerned.
