Both of those ringsl, the one shown by CS and Tom do the same thing, one perhaps better than the other, and that is allow the use of spoked wheels on post '39 drums. If the match is the other way where use of post "39 wheels on earlier drums made mount spokers, the ring goes around the outside of the lugs. This simple thing has been a source of conflusion for eighty years. I like the use of '35 rear drums because they don't need any stinkin spacer to use wires. Unless I have early Zephyr backing plates, the '35-'36 spindles and drums are not worth the effort.
