My 1930 did that too! I had two problems, the shutoff was not totally shutting off, and the float valve in the carb was not sealing well. So what this would create over time was a gas tank very very very slowly emptying, and a carburetor with a little fuel evaporating in the intake venturi path to the intake manifold.
Once I fixed the valve (replaced it) and rebuilt the carb, no more EZ starts, the old girl was back to her cranky self again!
