A good friend had this problem many years ago, where the engine number did not match the California title. He was very worried about insurance, and he asked, and was told they needed to match. So he decided to pull the engine, and have it re-stamped to correspond to the title. While it was out, he had the engine refreshed. In the end, he was very relieved to have it done.
