Carriage bolts are spot welded to base. I would carefully grind off stud flush with base and then drill through the centre of stud 5/16, insert a new bolt and secure with a dab of mig, therefore preserving the paint.

This is what I have done in the past and was an easy fix. Quite often when you grind it flush the original head can be knocked out allowing you to use a carriage bolt
