Not sure dumb is the correct term here, you need a program to do it with. With mircosoft platforms there are some ways to do it, but I'm not a fan of any of them. There are some photo editing programs you can download that work much better IMO. If you are trying to upload from a photo, same issue, just requires different programs. There are some ways around this, such as when you attach a photo file to a text message it is automatically resized, same with some email attachments.
