I might be wrong, but the bushing is probably a porous "oilite" type bushing. oil from the oiler gets to the outside of the bush and soaks through the bush to lube the shaft. If it were drilled through to the shaft there would be too much oil in there probably).

Not 100% sure but that is what my gut instinct is telling me.
