The one posted on eBay has the top strap used with the locking spare as well as the mounting flange. It also has the small brace like bracket that helps support the barand the spacer. It appears that they cut the bolt that passes through the spacer, but that can be easily replaced. If the threads on the botton are good, and they appear to be because the nut is on it, you should have no problems with the one on eBay. The price is certainly reasonable...at the moment.
