Years ago I soaked the first two I worked on, because I heard it was the thing to do. I quit after those two because it makes them an oily mess to install, and actually seems to make them swell a little.

I install them dry, pound them to shape by using a socket the size of the crankshaft, then give them a squirt of oil, and a liberal coating of grease. They won't burn up and won't leak doing them this way. Be sure the rubbing surface is very smooth on the pulley. The pulley shouldn't have paint in the seal area.
