Just to make sure the motor works, check with an additional ground wire to a real frame ground. Not just some where on the body. If you have 6 Volts at the motor from the harness, then check the voltage at the ground side of the motor where the copper stap connects and I would guess that it is 6 Volts also. If it is, you need a good ground. Paint really causes grounding problems.
