Default 28/29 Electolock Popout Switch

I have a 28/29 Electrolock popout switch that will not allow the key to rotate to turn it on. I've taken it to a local lock smith and he feels we need to take the tumbler out to see what is wrong. That's the question. How do you get the tumbler out of a 28/29 popout switch when you can't turn the key? I've seen posts in the past that said if the screw on the side of the housing is removed, the tumbler will drop out. That doesn't work with this switch. I've also seen at least one post that said it is necessary to drill a hole in a strategic position. OK, how do you get the tumbler out?
