I have more, mostly original, '35 passenger cars than I care to admit here, and also several extra sets of '35 front fenders, and none of these front fenders, left or right, have that hole with smaller holes on the sides. Those extra holes look very similar to holes we punched, in non related electrical equipment, to mount electrical sockets for indicator lights and/or plug connections. The two smaller holes would have been used for the mounting hardware. Just a wild a$$ guess.
