Just grind the staking off the face of the cam, punch out the shaft, clamp the parts in place using a big flat washer over the cam to allow access to the end of the shaft, and weld the shaft to the cam.

Saw once where someone drilled and tapped the shaft and used a button head capscrew to hold the cam on, more work; but no welding if that is a problem.

Probably just as easy to switch out the backing plate for a good one tho.
