Yes it can.After removing the light switch and spyder, There is two 7/16 bolts at the bottom of the steering box. The two bolts connect the light switch bracket. Remove the tywo bolts and bracket and you can install the oil seal. Look on the right upper corner of page 24 in the new Brattons catalog and you will see the part that I am talking about . Unless this part has been improved, it is best to solder the connection of the tube to the end plate or it is liable to still leak. A little bead of rosin core solder is just good insurance. Install the tube seal and gasket and you should be good to go. Other than removing the light switch and spyder, there is only two bolts to remove.
