I don't understand how you can say that without knowing the driving conditions, terrain, speed etc etc. I have what is supposed to be the best radiator in my car and it sometimes over heats. It is a pressurised Brassworks radiator. I'm disappointed with it and that is why. I need more cooling and before some armchair expert decides it is blocked or that there is rust in the block or some other thing, all of those things have been taken care of.
Henry was a tight ass. He didn't spend any more on a car than he had to, including the radiator. Cooling on a Model A is marginal. Any extra that can be gained is a bonus and very much needed in the right circumstances.
