Torque is typical taper roller setup. Just snug. Someone will post the proper procedure, but they shouldn't be "torqued" as such. I think you can apply a torque to seat new bearings, but after a couple of spins you slacken it off and just bring it snug. Just on the loose side of snug is the right setting. If too tight it will overheat and can lock up.
