what did you use for fluid in the brake system?? ---fluid contamination can cause the rubber cups to swell up causing your problem----when the brakes are locked up loosen the master cylinder bolts ,if they release it's the pushrod, if not look in the master cylinder

when you say "hydrovac" do you mean the booster run by the power steering pump? ----or is it a seperate vacuum booster plumbed into the line after the master cylinder (servo booster)
