If you replaced worm and sector, then be certain that the steering shaft is not moving up and down as you turn it. That would be an indication that there are too many shims on the bottom of the steering housing. There isn't any other adjustment for gear mesh on the 28-29 box. Make certain that the sector shaft end play is adjusted correctly. Did you also replace sector shaft bushings and hone to fit (or replace with needle bearings?) I have seen some sector shafts that are undersize.
