It's a good idea to remove the hardened valve seat in order to evaluate valve pocket cracks. That's the only way to see the crack from one end to the other. Pinning can be performed a ways down into the pocket but there are limitations to where a drill bit and tap tools will fit to do the pin job. Having one sleeved is the least of the problems. Some folks don't even sleeve a cylinder for a pinned crack but most shops would recommend it due to the possibility of warranty problems for the work.
