The Ebay crank handle tool is similar to mine. The valve end is almost identical.

I believe the valve end prongs engage in two holes in the valve. I guess a lot of engines were made with this kind of valve to enable hand lapping.

I did a quick search on the trademark and it may be Frank Mossberg tools who later became Blackhawk tools but I can't find the number in any site I looked at.
