This can be a catch 22 in some states. Issuing a title for a motor vehicles is defined pretty specifically. For just a frame, it might not be easy. Every state is different. To use an old title means the original numbers would have to change and that is the part that is illegal in most jurisdictions. It is considered a fraudulent action.
