As far as I have seen the 29 two tooth used a single key not splined shaft. The wheels were the same style but the mounting was different.

The 7 tooth is welded together as one assembly where as the 2 tooth is built up.
Unless the column has cracks in it, I would agree that rebuilding the original to the fire truck would be a good way to go esp it you want to keep the original steering wheel. While there were posted several links to ebay ad's, I don't think there are a lot of proper 29 two tooths out there and unless they are restored could get costly to do so also also knowing what to look for that makes it a 29.
