I would venture there was some residue left over from burning in the bearings, that did not get removed completely. If it is just a few small pieces, I would run the car maybe 500 mi and change the oil again. If no more tobacco pieces show up or just much less, and the engine runs good, I would just chalk it up to the engine not getting totally cleaned up before the oil pan got put on! And in a couple more oil changes if the tobacco pieces stop showing up, all should be well.
