Only the very earliest of '32 instrument panel faces did not a flat side to the top of the three holes. Your right side hole was likely enlarged when the replacement (wrong) choke cable was installed in the past. The choke cable belongs in the right side hole.

The center (bottom) hole was filled with a plug button on all but late production fours when the dash light switch was released for use in four-cylinder vehicles at the same time as the foot-operated V8 starter switch was adopted in concert with the revised starter motor.
