First one is the timing pointer, like dmsfrr said. That second one doesn't look like anything that gets bolted to the Y-Block anywhere. Possibly a modified bracket for a carb idle return spring, but would not be mounted with two bolts.
There is really no place on the y-Block that has boltholes that close together except on the back of the block at top behind the intake manifold for the carb linkage idle spring.
