I use a 3 or 6 inch putty knife and a screw drive, putty knife in place between tire and rim, a little pull outward and if the cap doesn't move right away I then shove the screw driver between the cap and putty knife. Haven't hurt my powder coating in twenty years. Rubber hammer to refit.
