It's not harmful in the sense it will cause direct damage, it just doesn't provide the required protection to mating surfaces. Worm gears wipe grease from the mating surfaces and there will be greater wear (the worm gear surfaces wear more quickly). Additionally the steering gears will move easier improving steering.
