if you don't have an easy out.

i wonder if you were to drill a smaller hole in the centre of the stuck bolt and rethread it to a smaller size like maybe 5/16 or 3/8 then use a bolt with a jam nut on it, tighten the jam nut onto the stuck bolt and see if it will back out of the hole.

if not you can always go to the correct size and drill it all out

just thinking out loud i have not actually try this.

if the cover is off and you have a drill press it is easier to centre the bolt.
