If you drill it to the proper size and are careful there is no reason that you will ruin the tap. I'd concentrate on getting out the broken bolt. Drill undersized first, being very careful to get it centered. Then try an easy out or a reverse drill bit. After you have the bolt out, then chase the threads with a tap.
