With vacuum operated secondaries the rears do not open until the engine needs the extra airflow (maybe above 4,000 RPM) so off the line your 4 barrel carb is functioning just like a two barrel carb.
As mentioned in another post, rear axle ratio is a major factor. Plus, if your '59 Galaxie was an automatic it normally started out in 2nd gear unless you manually shifted it.
