I would suggest running a mechanical pump and use the electric pump to prime. I would forget the pressure regulator. I am assuming that the mechanical pump can pull thru the electric pump. I run a mechanical pump pulling thru an electric and no regulator - no problems. I use a Fascet electric pump which looks like the Bendix of the past.
I do not think your electric pump is mounted too high. It has to be pumping fuel or you not go as far as you do. You have electronic ignition and hence no condenser, but is the coil getting to hot? Is it mounted on the motor? Perhaps it could be mounted in a cooler place. I have had that experience on several occasions and remounting the coil in a cooler place solved the problem.
