Do the easiest checks first. If you are unsure if it's fuel or ignition then pull the coil wire and hold it 1/4" from the head and see if you have a good blue spark at least 1/4" long while cranking. If you do then I'd think you have a fuel problem. Since you have a fuel pump and downdraft carb I won't get into that, but let us know what the spark looks like.
