Hmm, if the belt is a ways from going over the generator pulley with the generator completely loose, that would seem to me to indicate that you might have the wrong size belt. You should be able to easily remove/install the belt with the generator loose, and specifically you need to then be able to pull the generator some distance from the block and tighten it down while retaining 1/2" - 1" of play in the belt. Something is amiss here.
