If the engine will not turn over (hot, or cold) the resistor is not the problem, the Ignition resistor only controls the current flow in the ignition circuit through the coil and points. I would suggest cleaning & re-tightening all ground and battery connections as any looseness, corrosion or dirt/grease in these connections will surely inhibit the current required to crank the motor.
