It is going to depend on the coil you are using. If it is a ~1.5 ohm coil it would not use a ballast resistor. Up to 48 if the original coil was used it required the ballast resistor, after 48 Ford started using the familiar "can" type coil without a ballast resistor (until the change to 12v when the ballast was again required). Most of the 46-48 era vehicles I have seen have the original coil replaced with a later "can" coil. So, if you are using the original style coil, yes it would have a ballast resistor. But if it has the "can" coil then it should not have a ballast resistor (assuming ~1.5 ohm coil).
